This report focuses on the economic conditions that continue to cause blight in the Project Area, with an emphasis on those issues that can directly be addressed by extending the Agency's power to use eminent domain in the Project Area.

These conditions include, but are not limited to:

• Depreciated or impaired property values and investments
  
  
• Property sales and lease rate trends
  
  
• Business turnover trends
  
  
• Soils contamination issues
  
  
• Crime and other socio-economic factors

An examination of the Project Area was undertaken by the Consultant Team of Udewitz Associates and GRC Redevelopment Consultants, Inc. The Project Area has been evaluated with regard to the above listed economic conditions, and a number of economic blighting conditions have been found to characterize the Project Area, as detailed in the analyses contained herein. In the course of the work effort, Udewitz Associates and GRC Redevelopment Consultants, Inc. conducted primary research including field surveys within the Project Area, evaluated data provided by CRA/LA and other secondary sources and analyzed property data provided by the Los Angeles County Assessor.
