The main emphases for this year will be to (1) complete the
design, operation and maintenance plan of a Website for the Wilmington
Industrial Park that will market opportunity sites for industrial
development in the Project Area, provide important parcel data
information to include subsurface conditions, oil well information
and Agency assistance programs and guidelines for development
(2) complete two Disposition and Development Agreements (DDA)
for the expansion of two businesses, Union Ice Company and American
Soccer which were together awarded in 2001, a $1.26 million HUD
Brownfields Economic Development Initiative (BEDI) Grant and
$9.4 million in Section 108 Loan Authority; (3) continue to coordinate,
and successfully address various code enforcement issues with
the appropriate City Departments: such as illegal use of private
property with the Dept. of Building and Safety, crime and illegal
dumping with LAPD; illegal parking with LADOT Parking Enforcement
and illegal encroachment on public right of ways with Bureau
of Engineering, Bureau of Street Services and the Neighborhood
Prosecutor; (4) promote the development of new affordable housing
at L and Lecouvreur Streets and (5) pursue the feasibility of
creating a new Project Area for the revitalization of the commercial
corridors in Wilmington.
FY 2003-2004 Proposed Work Program
- Issue an RFP for development of an affordable housing project
at L and Lecouvreur Streets, City owned property and a designated
Brownfields site.
- Complete two Disposition and Development
Agreements for the expansions of (1) Union Ice Company at
901 E Street
and (2) American Soccer Company, 726 E. Anaheim Street.
- Monitor
the expansion of State Fish Company at 403 Harry Bridges
Boulevard, the completion of public improvements
and repaving of Quay Street between Harry Bridges Blvd.
and C Street.
- Continue to participate in the Wilmington
Task Force of City Departments in order to effectively address
issues
requiring enforcement by multiple jurisdictions and
continue to monitor the operations of four Q-Star cameras
installed in FY02 to deter illegal dumping.
- Monitor the completion
of Juanita's Foods new administrative office building and
public artwork at Banning's Landing
Community Center.
- Facilitate new industrial development
on remaining vacant and underutilized properties in the Project
Area, especially
along Eubank Avenue and E Street.
- Conduct a planning analysis
for the purposes of evaluating the feasibility of creating
a new redevelopment project
area to include the major commercial corridors
in Wilmington, e.g. Anaheim Street, Wilmington Boulevard,
Pacific Coast
