  Introduction to the Project: Current Budget & Work Program

The main emphases for this year will be to (1) complete the EDA funded Economic Adjustment Planning Strategy that will culminate in the creation of a website for the Wilmington Industrial Park and provide important parcel data information to include subsurface conditions in which to encourage and facilitate industrial development in the Project Area; (2) complete two Disposition and Development Agreements (DDA) for the expansion of two businesses, Union Ice Company and American Soccer which have recently been awarded by HUD a $1.26 million Brownfields Economic Development Initiative (BEDI) Grant and $9.4 million in Section 108 Loan Authority; (3) coordinate with City Departments including the new Neighborhood Prosecutor from the Office of the City Attorney to aggressively address and resolve illegal dumping and illegal private encroachment issues on unpaved City streets; and (4) facilitate new industrial development on remaining vacant and underutilized properties in the Project Area.

FY 2002-2003 Proposed Work Program

  • Complete the Plan Amendment process to restore eminent domain. Joint Public Hearing scheduled for May / June 2002.
  • Monitor the operations of four surveillance cameras installed in FY02 to deter illegal dumping.
  • Complete the vacation of Lecouvreur Street between F and G Streets.
  • Monitor the expansion of Juanita's Foods new administrative office building.
  • Complete the final Report to EDA on development of an Economic Adjustment Strategy to attract private industrial development to the Wilmington Industrial Park.
  • Prepare the Disposition and Development Agreement for the expansion of Union Ice Company at 911 E Street.
  • Prepare the Disposition and Development Agreement for the expansion of American Soccer Company, 726 E. Anaheim Street.
  • Monitor the expansion of State Fish Company at 403 Harry Bridges Boulevard as well as provide technical assistance to other parties interested in developing in Wilmington Industrial Park.
