Fiscal Year 2007 Budget Narratives For Los Angeles Harbor-Wilmington

Summary

The main emphases for this year will be to (1) enter into an Owner Participation Agreement (OPA) with Union Ice Company, which will facilitate expansion of a longtime Wilmington business and cold storage facility and provide site assembly, relocation services to affected businesses and environmental remediation to properties located in CRA Blocks 26 and 27, identified as Brownfields sites, awarded a $1.26 million (in 2001) HUD Brownfields Economic Development Initiative (BEDI) Grant and $9.4 million in Section 108 Loan Authority; (2) facilitate the development by Habitat for Humanity, South Bay/Long Beach Chapter (Habitat) of 8 single family homes (outside of the Project Area) that will be affordable to very low income, first time home buyers and assist the City in the disposition and development of their L Street and Lecouvreur Avenue surplus property, containing two previously abandoned oil wells; (3) as recommended by the 2003 Economic Adjustment Strategy Report funded by the U.S. Department of Commerce and HUD, improve the overall image of the Project Area, by beautifying its entryways, complete design plans for landscape improvements along Alameda Streets at Eubank Avenue and E Street; (4) implement the BACCES (Buy, Assemble, Clean, Clear, Entitle and Sell) Approach; (5) establish a Business Improvement District to provide a long term funding mechanism to enhance security and increase the level of needed City services; and (6) facilitate the City processing of street and alley vacations that will yield new development, private sector investment and the creation of new jobs. These activities will successfully complete this redevelopment project.

FY 2006-2007 Proposed Work Program

  • Assist the City in the disposition and development of their L Street and Lecouvreur Avenue property to Habitat for Humanity for construction of 8 single-family homes, affordable to very low-income families (50% median) and first time buyers. Provide technical assistance to the City to remove any encumbrances to title and monitor the project's design to take into consideration two previously abandoned oil wells on the City property in order to prevent any future build-up of methane gas.
  • Enter into an Owner Participation Agreement with Union Ice Company for expansion of their cold storage and warehouse facility at 901 E Street and complete site assembly, relocation, environmental remediation and site clearance assistance in Block 27 utilizing the 2001 federal allocation of $1.26 million in HUD Brownfields Economic Development Initiative (BEDI) Grant and $9.4 million Section 108 Loan Authority awarded to the Project Area.
  • Complete design plans to widen the sidewalk on the south side of G Street between Eubank Avenue and Banning Boulevard (adjacent to Juanita's Foods), as a condition of the Lecouvreur Street vacation imposed by the City and monitor completion of the public artwork for Juanita's Foods new administrative office building to be located at John Mendez Baseball Field (Banning Boulevard and Opp Street).
  • Complete design plans for landscape improvements to the Wilmington Industrial Park entryways (as recommended in the 2003 Economic Adjustment Strategy Report by Economic and Planning Systems) along Alameda Street at Eubank Avenue and E Street as conceptually designed by AHBE, landscape architect.
  • Monitor progress and expansion of various businesses granted Minor Variations to the Redevelopment Plan or support for street and alley vacations, such as Potential Industries, Metropolitan Stevedore and an industrial development at 534 Eubank Avenue, etc.
  • Continue to participate in the Wilmington Task Force of City Departments in order to comprehensively and effectively address issues requiring coordination and enforcement by multiple jurisdictions, namely illegal occupation of public alley ways; abandoned disabled vehicles, illegal parking of motor homes; illegal truck parking contributing to traffic congestion and public safety issues; lack of regular maintenance contributing to trash and debris along the Southern Pacific Railroad tracks on Alameda Street and along the Pacific Harbor Line Railroad tracks on McFarland Avenue; and servicing four Q-Star cameras (installed in FY02) to deter illegal dumping.
